Capacity building

Capacity building refers to the efforts by actors themselves or others to enhance their ability to achieve their objectives or perform their functions more effectively, efficiently and sustainably.

In order for ICTs to be beneficial, people must be able to use them effectively. This often requires some form of training. Literacy for example can be an obstacle which must be overcome before a small scale entrepreneur can start to make use of the internet to explore new markets or gain access to relevant information. “Digital literacy”, such as how to search the internet, or how to build a website, is also essential to fully exploit the opportunities the internet provides.

Besides training in hands on competences, gaining understanding for the broader potential for technology applications can also empower people to creatively apply the technology to other parts of their life.
