Building Digital Opportunities
About the BDO The Building Digital Opportunities programme (BDO) is a programme funded jointly by the Department for International Development (DFID, UK), the Directorate General for International Co-operation (DGIS, Netherlands), the Swiss Agency for Development and Cooperation (SDC, Switzerland), and the Canadian International Development Agency (CIDA, Canada). The purpose of the programme is “to identify and help remove some of the key barriers and develop genuine opportunities for poverty focused ICT for Development. By helping to create the right policy environment and demonstrating the potential of the new technologies available, the programme will contribute to the goal of enabling poor people to gain maximum benefit from the opportunities offered by ICT. The programme builds on the existing activities of the five organisations involved - World Association of Community Radio Broadcasters (AMARC), Commonwealth Telecoms Organisation (CTO), International Institute for Communications and Development (IICD), OneWorld International and Panos and focuses on four main areas: policy and regulatory issues, capacity building and effective applications, local content and awareness raising. BDO started in March 2001 and runs to the March 2004. The technical coordination of the programme is provided by IICD.
